Cons: Building was past charming, more like deteriorating. Outdoor porch furniture in bad condition. Outside stairs and porch showing years of neglect. No elevator or central air. Room on the thirds floor, was bare bones, a little fan was the only way to cool the room. As depressing as a college dorm room from the 60s.
Instruction were provided via email to access the front door key and room key. No one was available to greet us, show us around or answer any questions.
The entire experience was so bad and yet the daily rate was more that all the other hotel arrangements we made for our trip that I feel obligated to describe this location as an F.

Pleasant
Nice hotel at a very loud traffic-intense street
Pros: This is a nice historic building close to the metro station. The staff was very nice, the breakfast good and the coffee excelent! The room itself was fine.
Cons: There is no air conditioning in the room and a really, really loud street directly in front of the building. So you can either sleep with windows closed and sweat or sleep with open windows and have cars, trucks and motorcycles extremely loudly rush directly beside your bed. We were really tired after 3 days not sleeping well. So if noise is an important aspect for you, this might not be the right hotel for you, or at least not a street-facing room.

Wonderful
Truly satisfied with overall value and prime location of Hotel Neguri
Pros: The staff at Hotel Neguri were especially kind, fun-loving, and gracious to our little group of 6 seniors (3 couples). We enjoyed the prime location and the beauty of Hotel Neguri's vintage Basque architecture. We even found the climb to our rooms (2 floors up; no elevator) invigorating. (So glad we packed lightly. :) We found our rooms spotlessly clean and the beds invitingly comfortable. Having arrived nearly-famished(!), after a long overseas journey, we found the hotel most conveniently located, right next door to a marvelous restaurant called Mi Gaea. (Highly recommend!) In the morning, rather than dine at the hotel for breakfast, we chose the short walk to delightful Zurikaldai Neguri bakery and savored the rich espresso and the local breakfast delicacies ~ to die for! It was also a lovely evening walk to the restaurants by the dock. Our visit coincided with a most unusual heat wave, so the street noise was noticeable since windows had to be open for fresh air. (Not a factor for us, though, since we pack earplugs. :) All in all, we were definitely satisfied with the hotel staff's friendliness, the overall value, and the convenient location of Hotel Neguri. If we ever book another cruise embarking from Getxo in the near future, we would definitely return to lovely Hotel Neguri.
Cons: What could be a drawback to some travelers, is the fact that the hotel's front desk is not open 24/7. They are open for check-in only between the hours of 6pm to 9pm, and for check-out only between 8am to noon.

Poor
It was not a good stay..
Pros: The location is excellent, a few steps from the metro and the police station. We didn't have breakfast at the hotel. The bed was often inhabited by black ants, they were all over the room, it wasn't uncomfortable, it was just full of ants
Cons: The room was in a hot and humid attic, it was all full of ants everywhere, on the walls, on the beds, on the floors.. the room was not equipped with a fire alarm system, despite the fact that the whole building was made of wood, including our room! The floor makes a crazy creaking when you walk and it becomes impossible for others to rest..

Pleasant
Good location not the room
Pros: The location was excellent. Very friendly staff including the cleaner who was lovely and chatty.
Cons: The room had a slopping roof in the middle that was in the way and you had to walk bent over. The wardrobe was coming apart. The shower was too small and couldn't move in it without opening the doors. I don't think the room was worth the money.

Wonderful
A lovely find in a beautiful place, as well as a great deal for a solo traveler.
Pros: I loved the location, the friendly staff, the view out my window, cleanliness and old world charm.
Cons: The stairs creaked quite loudly, due to their age, and I worried I was disturbing other guests each time I went up and down them.
